One way LSPDFR can put a suspect in a car is by using its “Carcel” program. Carcel is a program that allows LSPDFR to detain suspects for up to 72 hours without charge or trial. If LSPDFR believes that the suspect poses a danger to themselves or others, it can also place them in handcuffs and take them to a detention center.
